FOR IMMEDIATE RELEASE Date: September 7, 2012 Contact: Ian Gregor Phone: 310-725-3580 U.S. Transportation Secretary LaHood Announces $15.5 Million Safety Grant for Kotzebue, Alaska Airport WASHINGTON, D.C. – U.S. Transportation Secretary Ray LaHood today announced a $15.5 million federal grant for Ralph Wien Memorial Airport in Kotzebue, Alaska to expand runway safety areas (RSAs). The Federal Aviation Administration (FAA) grant will help improve RSAs at both ends of Runway 9/27, which is the longer of the airport's two runways. RSAs protect passengers and crew if an aircraft overruns, undershoots, or veers off the side of the runway. "This project is part of our ongoing investment in this country's infrastructure," said Secretary LaHood. "It will make travel safer for everyone who uses Ralph Wien Memorial Airport." "Enhancing runway safety areas is a national priority for the FAA," Acting FAA Administrator Michael Huerta said. "We are pleased to provide critical infrastructure support to enhance safety in the Alaska region." Ralph Wien Memorial Airport serves several passenger and cargo airlines and is the primary connection to other parts of Alaska and the United States for a number of remote communities. The RSA work at Ralph Wien is complex because Runway 9/27 is surrounded by water. The project will shift the 5,900-foot runway 200 feet to the east, move a lagoon channel, remove a portion of a hill, and create a new sea wall to protect the west end of the runway. More than 170,000 cubic yards of clean fill will be delivered by barge to Kotzebue for use in this project. Work is expected to begin in October and be completed in late 2014. The FAA's Airport Improvement Program (AIP) provides $3.35 billion in annual funding for projects that are vital to maintaining the safety, capacity, and environmental stewardship of our nation's airports. More than 3,300 airports are eligible for AIP grants benefiting commercial passengers, cargo operations, and general aviation activities throughout the nation. ### |

FOR IMMEDIATE RELEASE: Date: September 5, 2012 Contact: Arlene Salac Phone: 718-553-3015 U.S. Transportation Secretary LaHood Announces $6.2 Million Grant for Ocean County Airport WASHINGTON – U.S. Transportation Secretary Ray LaHood today announced a $6.2 million grant to construct a new runway at the Robert J. Miller-Ocean County Airport in Berkeley Township, N.J. "Investing in our nation's airports promotes economic growth," said U.S. Transportation Secretary Ray LaHood. "This funding will help the airport make critical infrastructure improvements to enhance operations year-round." The grant will fund the first phase of a new 3,600-foot-long asphalt runway and taxiway, including site preparation, environmental mitigation, electrical work, and paving for a section of the new runway. The new runway 14/32, which will cross the existing runway, will provide greater flexibility for smaller aircraft. A second runway will increase efficiency, especially during the winter when prevailing northwest winds limit operations on the airport's existing 6,000-foot-long runway, 6/24. "The new runway will enhance efficiency at the airport all year long," Acting Federal Aviation Administration (FAA) Administrator Michael Huerta said. "This is an important investment in a vital South Jersey airport." Approximately 100 aircraft are based at the airport, including aerial firefighting teams, a Civil Air Patrol unit, emergency service aircraft, and corporate and recreational aircraft. A total of 31,000 takeoffs and landings occur annually. The $6.2 million grant from the FAA's Airport Improvement Program (AIP) helps fund the first phase of the runway project, which will be completed in late 2013, with Ocean County providing the remaining $700,000 toward the total $6.9 million cost. Phase two of the project will begin in 2013, and is expected to be completed late in 2014. The Airport Improvement Program (AIP) provides $3.35 billion in annual funding for airport improvement projects that are vital to maintaining the safety, capacity, and environmental stewardship of our nation's airports. FOR IMMEDIATE RELEASE: Date: September 5, 2012 Contact: Kathleen Bergen Phone: 404-305-5100 U.S. Transportation Secretary LaHood Announces $8.1 Million Grant for Ceiba, Puerto Rico Airport WASHINGTON – U.S. Transportation Secretary Ray LaHood today announced an $8.1 million grant to upgrade the electrical system at José Aponte de la Torre Airport in Ceiba, Puerto Rico. "Investing in our nation's airports promotes economic growth," U.S. Transportation Secretary Ray LaHood said. "This funding will help the airport make critical repairs to aging infrastructure and will keep general aviation aircraft moving safely and efficiently through San Juan." The grant will fund replacement of the airport's electrical system to meet current and future airport demands, bringing the system into compliance with the Puerto Rico Electrical Power Agency's electrical grid requirements. "Upgrading airport infrastructure at Ceiba Airport will help maintain a safe and efficient air transportation system in Puerto Rico," Acting FAA Administrator Michael Huerta said. The project is part of an ongoing effort to convert the former military airfield to civilian use. The U.S. military installed the electrical system more than 50 years ago. The facility operated as the U.S. Navy's Roosevelt Roads Naval Air Station until November 2008 when it was transferred to the Puerto Rico Ports Authority. Construction will begin in November and will take approximately one year to complete. The Airport Improvement Program (AIP) provides $3.35 billion in annual funding for airport improvement projects that are vital to maintaining the safety, capacity, and environmental stewardship of our nation's airports. More than 3,300 airports are eligible for AIP grants benefiting commercial passengers, cargo operations, and general aviation activities throughout the nation. |

RV: U.S. Federal Aviation Administration Key Congressional Issues Update
FAA Proposes $1 Million Civil Penalty Against Horizon AirSEATTLE – The Federal Aviation Administration (FAA) has proposed a civil penalty of $1,005,000 against Horizon Air of Seattle, for allegedly operating 22 Bombardier DHC-8-402 turboprop airliners on more than 186,000 revenue flights when they were not in compliance with Federal Aviation Regulations. The FAA alleges that Horizon installed new security flight deck doors on the airplanes using blind rivets instead of the required solid rivets, and that the airline operated the 22 aircraft on 186,189 revenue passenger flights between Dec.1, 2007, and June 1, 2011, before replacing the rivets. The FAA also alleges the airline, even after being told the aircraft were not in compliance, operated one of the aircraft on another 22 passenger-carrying revenue flights before replacing the rivets. The installation of blind rivets can damage other components, including wiring. "We expect airlines to comply with all of our safety regulations and to correct safety defects promptly," said U.S. Transportation Secretary Ray LaHood. The FAA discovered the alleged violations when Horizon incorrectly modified a 23rd aircraft with blind rivets, and the plane experienced an in-flight wiring damage incident during a non-revenue flight. Horizon has 30 days from receipt of the FAA's notice of proposed civil penalty to respond to the agency. |
